Reporting - Phase name does not appear in Stakeholder Listing Report (INP)

Issue: We would like to generate the Stakeholder Listing Report for all phases. However, the phases are not available in the dropdown list in the Report Filter Criteria (refer to the screenshot below).

Stakeholder Listing Report (INP) will only print Stakeholder listing upon vacant possession billing and before stakeholder processing
